Challenges for the Civil Service in the Western Balkans”

The EFB Community members discussing challenges for the civil service in the Western Balkans – Mavrovo - July 1-3, 2011

The EFB Community members from the whole Western Balkans met for the second time in Mavrovo, Macedonia. This event was organized in the framework of the EFB Community Network as a specific approach designed for participants of previous editions of the Fellowship Programme for Young Government Officials.

Representatives of 3 generations of the Fellowship Programme gathered in Mavrovo for the first Community Conference: Challenges for the Civil Service in the Western Balkans.

The event was prepared and moderated by the Potsdam Centre for Policy and Management and the European Fund for the Balkans. The training was organized in the framework of the 2011 Fellowship Programme’s Final Seminar and it offered an interactive and communicative teambuilding and networking event with the main objective of creating a strong and sustainable network of civil servants in the Western Balkans, dedicated to bringing the Western Balkans closer to the EU.

The overall setting of the training was the organisation and realisation of the regional conference “Challenges for the Civil Service in the Western Balkans”, including interactive presentations, panels, discussions and media events. The training offered team work and networking based on different roles and functions for all participants.

The Conference took place on July 2 and it served as a platform where fellows presented their views on current challenges for public administration in the Western Balkans. Fellows were speakers in different panels and co-teaching sessions and played roles of content coordinators, knowledge and public relations managers. The Conference was organized in two panels: the first focusing on the public administration reform and the second addressing the issue of strategic planning towards a better service delivery. The participants also discussed the EU funds and institutional structures, the gender equality issue, the civil society role and the cross-border coordination and communication.
