Location: Belgrade (Serbia). Possibility to work remotely for exceptional candidates residing in Albania, North Macedonia, Kosovo, Montenegro, Bosnia and Herzegovina, and Croatia.

About EFB

The European Fund for the Balkans (EFB) is a joint initiative of European foundations that envisions, runs and supports programmes aimed at strengthening democracy, fostering European integration and affirming the role of the Western Balkans in addressing Europe’s emerging challenges. Its “local-regional-European” perspective and its non-partisan position, proven over the years, have provided EFB with an aura of impartiality and credibility, as well as with the capacity to help build trust among local, regional and European actors. This aspect will also have a vital importance in the coordination and implementation of the activities planned for the next strategic period. 

Overall purpose of the role:

The Communications & MEL Manager is responsible for strengthening EFB’s ability to deliver systemic change across the Western Balkans through strategic communications and fit-for-purpose monitoring, evaluation and learning. The role shapes and stewards EFB’s sphere of influence by ensuring that programmes are designed with clear influence pathways and supported by credible evidence of results. It strengthens EFB’s ability to communicate impact and learning to donors, partners, and wider stakeholders in a way that builds confidence, supports accountability, and sustains long-term engagement.

Deliver a strategic communications agenda that advances EFB’s mission and strengthens its sphere of influence, ensuring that communications activity is purposeful, timely, and aligned to organisational priorities.

Build confidence and long-term support for EFB by ensuring that impact is communicated credibly and compellingly to donors and stakeholders, reinforcing EFB’s value proposition and contribution.

Amplify EFB’s wider contribution by translating learning and insights into accessible knowledge and thought leadership that strengthens practice and influence across the ecosystem.

Requirements

Qualifications and Experience
Bachelor’s degree in Communications or a closely related field (other degrees may be considered where the candidate demonstrates a strong communications track record).

Significant relevant professional experience in development communications / strategic communications, with a demonstrated track record of successful communications delivery (planning, production, and execution).

Desirable: Certification or formal training in Monitoring, Evaluation and Learning (MEL) or Development Impact Management.

Key Technical Capabilities (Essential)

Strong capability in development communications, including influence strategy design, audience analysis, and narrative framing for systemic change.

Demonstrated ability to support programme teams to develop theories of change, influence pathways, and outcome-focused results frameworks.

Practical competence in monitoring, evaluation and learning approaches, including results tracking tools, learning loops, and evidence quality assurance.

Proven ability to produce high-quality donor-facing communications and impact reporting, including synthesising evidence into credible narratives.

Strong donor accountability capability, including understanding reporting requirements and coordinating timely, high-standard submissions across teams.

Excellent written and verbal communication skills in English, including strong writing, editing, and synthesis ability, with high attention to detail and quality control.

Key Technical Capabilities (Desirable)

Experience supporting public relations and media-facing communications, including reputational awareness and responsiveness to external context.

Experience coordinating outsourced service providers (e.g., graphic design, web development, multimedia production) to deliver professional outputs.

Salary range: Between €2300 – €2,700 Gross salary per month depending on experience.
