The regional conference "Security Challenges as a Link Between the Citizens and Institutions" took place at Mikser House (Karađorđeva 46, Belgrade) on December 21, 2016, and among others it was also supported by the European Fund for the Balkans. The second panel of the conference presents the state of play regarding the rule of law in three WB countries: Macedonia, Montenegro and Serbia, from the civil society perspective, as part of the EFB's Think and Link Regional Policy Programme Project "Monitoring and Evaluation of the Rule of Law in the Western Balkans"conducted by Bezbednost.org Институт за европска политика (ЕПИ)/European Policy Institute - EPI Institut alternativa. Igor Bandovic, Senior Manager of the European Fund for the Balkans, who leads the Think and Link Regional Policy Programme joined the representatives of the three partner organisations - Kristina Dimovska (European Policy Institute, Macedonia), Bojan Elek (Belgrade Centre for Security Policy, Serbia) and Ana Đurnić (Institute Alternativa, Montenegro). Special attention was devoted to the state of democratic institutions and oversight mechanisms for civilian control of the security sector.
